ABOUT OUR STUDENTS' REQUESTS TO FREEZE REGISTRATION
Freezing Registration and Reservation of Rights
Article 28 - A student may freeze his/her registration for a maximum of two semesters at a time and a maximum of four semesters in total during the period of study based on a legitimate and valid excuse, with the decision of the relevant Faculty or College Board of Directors. A student whose registration is frozen in this manner cannot continue his/her education and cannot take exams in the semester and year in which his/her registration is frozen. The approved registration freeze periods are not counted as education period, provided that it is stated in the decision.
(Amended sentence: RG-12/6/2011-27962) The conditions for legitimate and valid excuses and reservation of rights in the request to freeze registration are as follows:
a) (Amended: RG-21/4/2011-27912) Having a health-related excuse documented with a health report.
b) Suspension of education by the decision of the Council of Higher Education due to events that will result in the disruption of education in accordance with subparagraph (2) of paragraph (d) of the first paragraph of Article 7 of the Law on Higher Education No. 2547.
c) The student being forced to suspend his/her education due to natural disasters, provided that it is documented with a document issued by the highest civil administrator of the locality.
d) Documentation of the student being forced to suspend his/her education due to serious illness of first-degree blood relatives and the absence of anyone else to look after him/her, and the approval of the relevant Faculty or College Board of Directors.
e) The student not being able to continue his/her education due to economic reasons.
f) A conviction that does not remove the student's status as a student or does not require his/her expulsion in terms of the content of the provision and the articles of the disciplinary regulation that the student must comply with.
g) The student losing his/her right to deferment, regardless of the class he/she is in, or being drafted into the military by lifting the deferment.
h) The student being detained.
ı) Other situations that the Faculty or College Board of Directors will accept as an excuse and that will be approved by the University Board of Directors.
The student must apply for a suspension of registration, together with the reasons and documents, to the relevant Dean's Office or Directorate within fifteen days at the latest from the end of the registration renewal dates specified in the academic calendar. Applications not made within the due date and reports submitted late will not be processed. Students whose health excuse is accepted cannot attend classes or take exams during the report period.
Unforeseen and unknown equipment such as illness, natural disasters, arrest, conviction and military exams may freeze registration during the semester period. In this case, an application must be made within 15 days of the incident. If the specified malfunctions occur during the exam period, the same process is carried out. In case of freezing registration during the semester or year, the student continues the semester or year, although the interval may change. When the registration is frozen at the beginning of the exam period or during the exam period, this freezing registration is valid as approved and the person's exam rights in the exam period following the freezing registration period or currently ongoing are reserved. These rights are used in the first exam period following the end of the freezing registration and in which the exam of that course will be opened. In case the registration is frozen at the beginning of the exam period or during the exam period, the freezing registration is not applied validly for the semester period under any circumstances. However, if the reasons listed here continue, the Board of Directors may extend the freezing registration.
At the end of the registration freeze period, the student continues his/her education by registering during the normal registration period, starting from the education status in which he/she froze his/her registration. Students whose registrations have been frozen for two semesters and who wish to continue their education at the end of the first semester must apply to the relevant Dean's Office or Directorate with a petition. The application is decided by the relevant Faculty or School Board of Directors.
